Among the highlights in the recent statements of the United States Office of Trade Representative (USTR) in its annual Special 301 Report, the neighborhood of Quiapo and other areas including Binondo, Greenhills, Makati Cinema Square, and Metrowalk still thrive to be the centers of trade when it comes to selling counterfeit and pirated merchandise.

Over the last few years, the manufacturers of counterfeit clothing and accessories have shifted to merely importing from other countries, primarily in China where labor, materials and production costs are comparably cheaper. Thus, IP2 Manila’s approach is to target importers and the warehousing facilities. An upstream investigation starting at the retail level to the wholesale distributors, almost always end up to identification of the importers.
